California DMV
Questions, Answered
Everything you need to know about California vehicle registration, title transfers, smog requirements, and how IRO Registrations works.
Registration Renewal
You can renew your California vehicle registration online, by mail, or at a DMV office. With IRO Registrations, you never need to visit a DMV. Submit your order, upload your documents (renewal notice, insurance, smog cert if required), and we process everything. Your sticker arrives by mail.
California vehicle registration expires on the last day of the month shown on your registration card and sticker. The DMV typically sends a renewal notice 60 days before expiration. You can renew up to 75 days before your expiration date without losing any time on your registration.
If your registration is expired, late fees will apply (these go to the DMV, not us). You can still process the renewal through IRO Registrations — we handle expired registrations regularly. The sooner you renew, the lower your late penalties.
After we submit your renewal to the California DMV, you typically receive your registration sticker by mail within 7–14 business days. We send you a digital confirmation as soon as processing is complete.
Yes. You don't need the physical renewal notice to renew your registration. You just need your license plate number, last 5 of your VIN, and the registered owner's zip code. Contact us and we'll walk you through it.
Title Transfer
Both the buyer and seller need to complete the transfer section on the back of the California title. You'll also need to submit a Statement of Facts, pay the transfer fee, and in some cases provide proof of insurance. IRO Registrations handles all the paperwork and DMV submission for you.
California title transfers typically take 4–8 weeks for the new title to arrive by mail from the DMV, depending on processing volumes. We submit your paperwork quickly and keep you updated throughout the process.
For a standard title transfer you need: the original California title signed by the seller, a completed REG 256 (Statement of Facts), proof of insurance, and payment of transfer fees. IRO Registrations will tell you exactly what's needed for your specific situation.
Submit a REG 227 (Application for Duplicate Title) with the applicable fee. IRO Registrations handles this for you online — no DMV visit required. Duplicate titles are typically mailed within 15–30 business days by the California DMV.
An unsigned title complicates the transfer. Options include contacting the seller to sign, obtaining a power of attorney from the seller, or pursuing a bonded title process if the seller is unreachable. Contact us with your situation and we'll advise the best path forward.
Smog & Inspections
Most gasoline-powered vehicles more than 4 years old require a biennial smog check in California. Exemptions include: electric vehicles, vehicles 1975 and older, diesel vehicles over 14,000 lbs, and vehicles within 6 years of their initial registration year. Your DMV renewal notice will indicate if smog is required.
California smog checks must be performed at a BAR-licensed smog station. You can find licensed stations at smogcheck.ca.gov. After passing, the station submits results electronically to the DMV — you just need to upload your certificate when placing your order with us.
If your vehicle fails smog, you have options: make the necessary repairs and retest, or apply for a Consumer Assistance Program (CAP) repair assistance or retirement if you qualify. You cannot register a vehicle that fails smog until it passes or is legally retired.
Yes. Battery electric vehicles (BEVs) are completely exempt from California smog check requirements. Plug-in hybrid electric vehicles (PHEVs) may still need smog checks depending on the model year.
Fees & Costs
California registration fees vary based on your vehicle's value (VLF), weight, county, and any special designations. Most passenger vehicles pay between $150–$400 annually in DMV fees alone. IRO Registrations charges a service fee starting at $49.99, and we show a complete cost breakdown before you pay anything.
California charges a late fee equal to 60% of the registration fee (plus VLF) for the first year expired, with additional penalties for each year after. The longer you wait, the higher the penalties — so it pays to renew as soon as possible.
No. You submit your order and documents for free. We review everything and send you an invoice showing the total cost (our service fee + DMV fees) before you pay anything. No surprises.
Out-of-State Vehicles
California residents have 20 days after establishing residency to register their vehicle. You'll need a California smog check, a VIN verification (both done in person at a licensed station), and the out-of-state title. IRO Registrations handles all the DMV paperwork and submission.
Out-of-state registration fees vary but typically include the standard California registration fees plus a Use Tax (similar to sales tax) on the vehicle's value if not previously paid. Fees commonly range from $200–$500+. We'll provide a breakdown before you pay.
Yes. California requires a physical VIN verification (form REG 31) for vehicles being registered for the first time in California from another state. This must be done in person at a DMV office, CHP office, or licensed VIN verifier. IRO Registrations handles all the paperwork after you complete this one in-person step.
